PURPOSE OF THE POSITION

Under the direction of the General Director, the Interim Head of Human Resources (IHHR) will play an active role in defining and implementing HR strategies aiming to position MSF as a recognized employer in Korea.

The IHHR will:

  • Define strategies, propose and implement policies for delivering the best possible solution for MSF Korea office in any types of human resources and manpower related matters (optimizing the synergy between FHR and HQHR);
  • Plan  and manage  the recruitment, placement and support of field staff  to meet the 
  •  needs of MSF internationally;
  • Ensure that MSF Korea F/HR internationally contributes to HR issues and discussions in the movement as an influential and respected member; attending and contributing to meetings and working groups;
  • Act as a bridge between the Directors and as a facilitator to develop and collaborate with each other and to resolve HR issues;
  • Assess HR needs and propose adequate set up in order to meet MSF Korea 2020 objectives and smoothly accompany the growing of the office including a focus on coaching and staff development;
  • Oversees HR Office Administration to provide the best working environment for employees;
  • Ensure a consistently high level of support to the MSF Korea office for all activities related to Human Resources which comprise HQHR and FHR.
  • Elaborate plan of action, budget and any relevant strategic document and ensure a proper follow up of the budget execution.

The IHHR is a member of the Leadership Management Team (LMT)

The IHHR will represent MSF Korea in MSF international platforms and will be in regular contacts with his counterparts in OC for the placement of field work expatriates.

 

MAIN TASK AND RESPONSIBILITIES

Recruitment

  • Elaborate the strategic plan for the recruitment of field and office employees and fully assume its implementation,
  • In collaboration with communication department create and implement an annual event plan of all recruitment activities -webinars, information session, recruitment marketing campaigns, and any other relevant events,
  • Network key professional associations and health institution in coordination with the external relations advisor in order to identify new opportunities of recruitment for both FHR and HQHR
  • Assume the integrality of recruitment process (review application, conduct interview and any other selection activities),
  • Participate to facilitation of the Welcome Days if required.

 

Placement and Career Management (FHR)

  • Monitor and report on the quantity and quality of field placements and the effectiveness in meeting field needs and plan for future needs,
  • Analyze information on placement, turnover, retention and field staff issues and develops and implements action to meet challenges and take advantage of opportunities,
  • Analyze trends in OCs in placement, retention and issues to determine action needed,
  • Establish and maintain regular contact with the field staff in the pool to ensure their ongoing interest in MSF field work and to determine their availaibility,
  • Initiate, put in place and develop frequent contact with the relevant pool manager in the OCs to identify suitable field positions, access position related information and ensure timely follow up of propositions,
  • After placement to a specific field assignment, oversees that work permits, travel, lodging, vaccinations, and OC briefings are arranged,
  • Conduct FHR briefing and debriefing for field workers,
  • Provide career advice, feedback and coaching to active field workers based on performance evaluations,
  • Ensure that MSF-Korea field staff have access to international training programs conducted by OCs and other organizations,

 

Human Resource Management (HQHR)

  • Identify and propose a comprehensive strategy for HR development in the office based on needs of departments and MSF Korea global plan of action
  • Coach and support managerial positions in defining and implement HR strategies for annual goals,
  • Advise the LMT on organizational set up and opportunities for development,
  • Conduct annual review meetings with each LMT member to plan and understand future needs and review staff development plans,
  • Approve salary review and job grading and any changes in terms and conditions,
  • Supervise the HR Generalist for all administration policies (absence, unpaid leave, seniority, exit, etc),
  • Oversee the hire of additional support staff or volunteers and assist line managers in recruitment interviews when required,
  • Ensure the office environment and staff relations are conducive to achieving objectives,
  • Review and approve HR reporting and indicators,
  • Support, coach and foster a culture of feedback and recognition leading the team towards a high-performance collaborative culture. Monitor up-to-date best practices both in MSF movement and in global HR market, and adopt/adjust MSF Korea practices accordingly. 

 

Relationship with OCs and other sections

  • Establish and enhance effective communications with F/HR Departments of all OC and especially OCG, in order to collaborate on issues of common concern in the movement or that have a direct impact on the recruitment, placement and retention of MSF Korea field staff.
  • Participate in international HR meetings, information exchange and visit OCs when required

 

Other Activities

  • Follow up the execution of HR budget in accordance with the plan of action and best practices,
  • Develop  MSF-Korea’s F/HR policies, procedures and ensure their effective implementation
  • Inform the  field staff on the MSF association during briefing and debriefing
  • Undertake any other F/HR related activities as may be required to run effectively F/HR functions in MSF Korea

 

QUALIFICATIONS AND REQUIREMENTS

Essential Skills and Experience

  • Commitment to MSF principles
  • Knowledge and understanding of the FHR work cycle (Recruitment and Placement)
  • MSF Experience in field and / or HQ
  • Degree in HR or relevant work experience in HR
  • Min 7 years of progressive HR experience
  • Strong interpersonal, written and oral communication, negotiation skills
  • Able to work autonomously, to set up priorities / Driven by outcomes
  • Experience in project management
  • Strong time management and administration skills
  • Excellent English. 
  • Effective computer Skills (Word, Excel, Power Point)
  • Available to travel domestically and overseas

 

Desireable Skills

  • Working experience in Asia
  • Korean language skills
