DESCRIPTION OF THE DEPARTMENT

The Finance and Administration provides a key support function to all other departments of the organisation. It ensures a consistently high level of support to MSF Korea office for all activities related to financial analysis, budgetary planning, financial reporting, managerial accounting, ICT services and initiatives, office management, infrastructure, and administrative support.

 

PURPOSE OF THE POSITION

Under the direction of the Head of Finance and Administration, the Financial Accountant:

  • Performs the accounting and finance activities of the MSFK office (accounting, treasury, audit procedures, etc.) in compliance with legal obligations and with MSF and Korean GAAP standards and protocols in order to provide quality, reliable and transparent information to the organization, external partners, local authorities, and the general public on the use and allocation of resources.
  • Ensures quality and timely accounting for the office: general accounting and treasury function, cash and bank reconciliation procedures, and monthly closing processes and documentation.

 

MAIN DUTIES AND RESPONSIBILITIES

1. Accounting and Finance

  • Maintains daily accounting (journal entry on real time, checking the supporting documents as per financial rules and standards, keeping cash and bank records, and monthly account reconciliation)
  • Executes expenditure management as per established policies and procedures (checking all purchase statements, claims and supporting documents, prior to preparing bank transfers; maintains bank accounts, initiates and collects information from depts. related to monthly fund request;
  • Reconcile donations income information provided by Fundraising Department with the bank records.
  • Prepare monthly closing, including financial statement.
  • Prepare and assist HFA to consolidate the financial data for MSF Korea’s annual report to present MSF Korea’s financial results and practices in a transparent manner.
  • Ensure appropriate fixed asset management and follow up (assets registration in accounting system, depreciation, and amortization in accounting system)

2. Policies and procedures

  • Proactively support and assist the HFA in the development, implementation, and review of financial policies and operating procedures, including internal control.
  • Ensures the information sharing and follow up proper the policies and procedures by the staff
  • Provides information to employee to help understanding of MSF policies content and execution.

3. Budget

  • Proactively prepare and assist HFA to set up the budget in the accounting software and budget control system
  • Monitor budget execution and follow up (compiles and shares budget execution data on a monthly basis with the relevant department heads, flagging any discrepancies and proposing corrective measures)

4. Audit and reporting

  • Prepare all the required documents for audits, and assist HFA and auditors to submit final audit report to relevant authorities.
  • Prepare and assist HFA to submit statutory reporting (related to Finance and Accounting) to authorities: National Tax Office, Ministry of Health, Ministry of Interior etc. (corporate tax compliance report, VAT report, property report, tax review, daily worker report, annual report of corporate assets etc.)
  • Collect and consolidate information from other departments as necessary to prepare and follow up for MoI inspection on annual basis.
  • Updates financial info on MSF Korea website in collaboration with Communication and Fundraising departments under supervision of HFA.
  • Assist to file fundraising registration (assessing current reporting practices, and ensuring it is alignment with the legal requirements), applies for renewal and follows up on application with the relevant authorities.
  • Update license to issue tax receipts (assessing current practices, and ensuring it is alignment with the legal requirements), applies for renewal and follows up on application with the relevant authorities.
  • Prepare reconciliation and re-invoicing with Operational Centres
  • Other ad hoc duties as assigned from HFA with or without accommodation

QUALIFICATIONS AND JOB REQUIREMENTS

Education

  • University degree in accounting, finance or business administration.

Experience

  • Essential, Minimum 3-5 years of work experience in Finance and Accounting, preferably in a non-profit organization

        Languages

        • Fluent in Korean and English

            Knowledge

            • Essential knowledge of local accounting standards and legal compliances
            • Desirable experience and knowledge of Duzon system;
            • Proficiency with Microsoft Excel, PowerPoint, and Word
