“인도주의-개발-평화 넥서스”는 UN의 주도 하에 인도적 지원활동과 개발협력에 관한 프레임워크를 전환하고자 하는 시도로, 인도주의, 개발, 일부 경우 평화 활동까지 연계하여 장기간 지속되고 있는 인도적 위기를 위한 “인도적 재원조달” 격차를 해결하고자 제시되었습니다. 그러나 이러한 접근법은 인도주의적 활동과 인도주의 단체에게 상당한 부작용을 낳을 수 있습니다. 이 글에서는 넥서스에 대해 논하며 넥서스가 인도주의적 활동에 대해 갖는 위험성을 살펴봅니다.
MSF Reflections on the “Humanitarian-Development-Peace Nexus”
“Humanitarian-Development-Peace Nexus” is a UN-led concept to change the framework on humanitarian aid and development cooperation. It aims to bridge humanitarian, development, and in some cases even peace actions, and to address the gaps in “humanitarian financing” for prolonged humanitarian crises. However this approach can have significant adverse impacts on humanitarian operations and on humanitarian actors. This paper describes Nexus and examines the risks for humanitarian action.
