DESCRIPTION OF THE ORGANIZATION

Médecins Sans Frontières (MSF) opened its office in the Republic of Korea in 2012, based in Seoul. The MSF Korea office focuses on four key pillars: (1) recruitment of skilled Korean medical and non-medical staff to dispatch to MSF field projects, (2) communications to the Korean public on global humanitarian crises and urgent health emergencies, (3) outreach to Korean stakeholders and policymakers in support of international community engagement and action, (4) and fundraising from Korean donors to directly support MSF medical humanitarian activities.

 

PURPOSE OF THE POSITION

Under the direction of the Head of Human Resources (HHR), the Field Human Resources Manager (FHR Manager) attracts, recruits, places, supports and develops medical and non-medical field staff to work in MSF’s medical humanitarian projects worldwide.

The FHR Manager will:

  • Be a key contributor in the development of strategies and plans for all aspects of Field HR for MSF Korea
  • Be responsible for the effective implementation of Field HR strategies and plans, including recruitment marketing and events to attract potential field staff, and the planning and management of field recruitment, placement, development, and support of field staff in order to meet the operational needs of MSF internationally
  • Coordinate with MSFK’s HR Generalist to ensure international staff contracting and salary compliance with MSF and Korean standards, and
  • Be a key contributor in the development of policies and procedures relevant to Field HR and international field staff, and is responsible for their effective implementation
  • Ensure that MSF Korea contributes to FHR issues and discussions in the movement as an informed, influential and respected member; attending and contributing to meetings and working groups;

The FHR Manager will represent MSF Korea in MSF international FHR forums and will be in regular contacts with counterparts in the OC’s and other sections for the recruitment, placement, support, and development of international field staff.

 

MAIN TASK AND RESPONSIBILITIES

1. Field Recruitment

1.1 Analysis and Planning

  • Under the supervision of the Head of HR, is a key contributor in the development of the strategic and action plans for the marketing and recruitment of international field staff, and fully assumes their implementation, including compliance with MSF and Korean practices and legal standards

1.2 Recruitment Marketing and Events

  • Under the supervision of the HHR, is the ‘lead responsible’ in the coordination, planning and execution of field recruitment marketing and events
  • In collaboration with Communication department create and implement an annual event plan of all field recruitment activities – webinars, information session, recruitment marketing campaigns, and any other relevant events,
  • Coordinate and facilitate all field recruitment activities, in collaboration with other members of HR and in coordination with the Communication Department,
  • Network key professional associations and health institution under the supervision of the Head of HR and in coordination with the External Relations Advisor in order to identify new opportunities of recruitment
  • Draft content and content updates for the Join Our Team section of the MSF Korea website, working in close collaboration with the Communications department

1.3 Recruitment, Selection, and Onboarding

  • Assume the full integration of the field recruitment process (review application, conduct interview and any other selection activities),
    • Review applications based upon agreed criteria within the FHR department and standards set internationally
    • Conduct interviews and other selection activities ensuring that established procedures and processes are followed
    • Screen and select candidates for acceptance into their relevant field staff pool
  • Create and maintain an online application system for field recruitment
  • Review and improve selection activities, processes and procedures including selection criteria, testing, and other selection techniques
  • Review and scale CVs of successfully recruited fieldworkers for remuneration grading using MSF’s IRPII processes and standards
  • Coordinate and contribute to the preparation and facilitation of pre-departure and induction training

 

2. Field Placement and Career Management

2.1 Analysis and Planning

Under the supervision of the Head of HR, is a key contributor in the development of the strategic and action plans for field placement, career development, and support of international staff, and fully assumes their implementation, including compliance with MSF and Korean practices and legal standards

  • Monitor and report on the quantity and quality of field placements and the effectiveness in meeting field needs and plan for future needs,
  • Analyze information on placement, turnover, retention and field staff issues and develop and implement action to meet challenges and take advantage of opportunities,
  • Analyze trends in OCs in placement, retention and issues to determine action needed

2.2 Matching, Placement, and Contracting

  • Establish and maintain regular contact with the field staff in the pool to ensure their ongoing interest in MSF fieldwork and to determine their availaibility,
  • Initiate, put in place and develop frequent contact with the relevant pool manager in the OCs to identify suitable field positions, access position related information and ensure timely follow up of propositions,
  • After placement to a specific field assignment, coordinates the travel logistics with MSFK Departures Officer, ensuring that work permits, travel, lodging, vaccinations, and OC briefings are arranged;
  • Provide back-up on departure logistics when required and/or in the absence of the Departures Officer
  • After placement to a specific field assignment, creates and issues the field staff contract with relevant salary band, in coordination with the MSFK HR Generalist to ensure accuracy and compliance with Korean and MSF standards; all staff contracts are approved by the HHR
  • Inform HR Generalist of accurate fieldworker status each month to enable correct and timely payment of salaries and benefits
  • Follow End of Contract processes with OCs and provide HR Generalist with details to enable deregistration with insurance providers and accurate final payments
  • Conduct FHR briefing and debriefing for field workers:
    • Provide field staff with necessary information required in position proposal (job descriptions, sit reps, annual plans, context and security information etc.)
    • In coordination with the relevant OC, ensure informed consent of fieldworkers by providing a comprehensive briefing with field staff including safety and security guidelines and regulations in the field.

2.3 Development and Support

  • Collaborate with Operational Centre counterparts on the resolution of problems, if issues/problems with MSFK Field staff occur while on assignment, contribute to communications/publications sent to field staff.
  • Provide career advice, feedback and coaching to active field workers based on performance evaluations, fieldworker interest and potential 
  • Ensure that MSF-Korea field staff have access to international training programs conducted by OCs and other organizations,
  • Ensure returned field staff are debriefed as per the debriefing checklist and that they have access to psycho-social support information. 
  • Review and update de/briefing documents and tools when required.

 

3. Relationship with OCs and other sections

  • Establish and enhance effective communications with FHR Departments of all OC and especially OCG and OCP, in order to collaborate on issues of common concern in the movement or that have a direct impact on the recruitment, placement and retention of MSF Korea field staff. 
  • Establish and enhance effective communications with FHR Departments of other Partner Sections and Branch Offices, especially those in the region (Tokyo, Hong Kong, Delhi, Sydney), in order to collaborate on areas of common interest in the region, and issues at PS/BO level, or that have a direct impact on the recruitment, placement and retention of MSF Korea field staff
  • Participate in international HR meetings, information exchange and visit OCs when required
  • Take an active role in familiarizing and engaging in international issues that have a direct effect on the recruitment, placement and retention of MSFK field staff.
  • Undertake ad hoc/interim field placements as may be required in agreement with OCs and the Head of HR.

 

4. Departmental and Other

  • Provide constructive input to department related activities (e.g. team meetings, strategic planning, cross departmental support activities).
  • Support the Head of HR and act as replacement in their absence or as required
  • Under the supervision of the Head of HR, coordinates and works cloesly with MSFK’s HR Generalist and Departures Officer to review and update Field HR processes, tools, and practices
  • Acts as MSFK’s ‘Symphony Super User’; being the focal point for the preparation, implementation, and ongoing use of MSF’s global HRIS system, Symphony 
  • Prepare and submit to the HHR Field HR components of themonthly and quarterly reports, and Monthly Information Form
  • Ensure all FHR and field worker IT resources are updated regularly and ensure that the database is current at all times
  • Willingness to adjust your work schedule to suit the needs of the FHR responsibilities. This may include working flexible hours and providing support to other roles when required (pre-departure training, MSFK events, evening teleconferences with OCs).
  • Follow up the execution of FHR budget in accordance with the plan of action and best practices,
  • Propose and draft MSF-Korea’s FHR policies and procedures for approval,
    and ensure their effective implementation 
  • Inform the field staff on the MSF association during briefing and debriefing
  • Undertake such other activities as may be required and approved by the Head of HR and/or
    General Director.

 

QUALIFICATIONS AND REQUIREMENTS

1. Essential Skills 

  • Commitment to MSF principles
  • Minimum 5 years MSF Experience in field and / or Field HR ‘Pool Management’ and/or similar role in another Non-for-profit organisation
  • Knowledge and/or experience in HR management and recruitment
  • Strong written and oral communication skills
  • Ability to network and establish productive working relationships
  • Able to work independently and within a team
  • Ability to multi-task in a fast paced moderately pressured environment
  • Strong time management and administration skills
  • Effective computer Skills (Word, Excel, Power Point, Access) 
  • Available to travel domestically and overseas
  • Fluent in English (written and verbal)

 

2. Desireable Skills

  • Experience using SAP
  • Working experience in Asia
  • Korean and/or French language skills
  • MSF field experience at a coordination level
  • Tertiary level qualifications in Human Resources (or other relevant degree)
