PURPOSE OF THE POSITION
The Humanitarian Affairs Representative (HAP) works under the direct supervision of the General Director (GD) and he/she is part of the management team. The HAP ensures the development and the implementation of an effective advocacy and institutional relationships strategy to support MSF social mission and contributes to the anchorage of MSF in Korea. He/she will have a representation authority concerning humanitarian affairs related topics in MSF Korea as delegated by the General Director. The HAP plays a key role in increasing MSF K leverage in the debates on select humanitarian issues of relevance for MSF.
The HAP will work on transversal dossiers defined by GD having an institutional interest for the organization and closely synergize with the communication department. He/she actively liaises with the MSF Access Campaign and engages with the Humanitarian Representation Team (HRT) to contribute to the social mission and strategically link MSF K within the MSF Movement.
RESPONSIBILITIES
1. Advocacy / Networking
- Define, develop and implement an effective advocacy and institutional relationship strategy through the Plan of Action,
- Extend the networking of stakeholders (institutions and individuals), academics, local NPOs and international organizations in line with MSF humanitarian and medical activities,
- Establish privileged contacts with Korean stakeholders (authorities, institutions, and individuals) and update them about MSF activities, policies, and humanitarian positions,
- Collect and analyze all relevant information and/or evolution of the social, economic and political environment (national and regional) that may have an impact on MSF operations,
- Inform other departments about possibilities of partnerships that could contribute to the achievements of their objectives.
2. Representation for Humanitarian Affairs
- Topics related with Humanitarian Affairs, represent MSF Korea at relevant international and regional meetings/conference and MSF fora or international or OC platforms and workgroup as per GD request,
- Represent MSF movement directly, oversee MSF’s dialogue with, and defend MSF’s positions towards the Government of Korea, Korean stakeholders and other relevant Korean institutions on the basis of operational realities, through selective attendance to relevant meetings and strategic interactions with stakeholders in Korea,
- Design representation tactics to ensure best outcomes including defining most appropriate MSF representative,
- Prepare, organize and facilitate meetings between other MSF entities representatives and humanitarian stakeholders based in Korea,
- Accompany the GD for major national or international level meetings, under request,
- Produce external presentation materials for speech/presentation opportunities aimed at the appropriate audience.
3. Connecting MSF Korea with the MSF Movement
- Liaise with MSF HRT and regional advocacy representatives for topics relevant to Korea,
- Advise the GD and DirCom on communications relevant to Humanitarian Affairs,
- Oversee all matters related with the MSF Access Campaign in Korea by liaising with the Access Campaign Advocacy advisor for the region,
- Support other departments for occasions that require high-level engagement of VIP protocol arrangement,
- Facilitate visits/meetings of representatives from MSF entities to/in Korea.
4. Others
- Report on a quarterly base on the achievements of the Plan of Action,
- Develop thematic reports as requested by the GD and other MSF entities,
- Undertake ad hoc tasks as required by the GD.
QUALIFICATIONS AND REQUIREMENTS
1. Education and experience:
- Degree in a related field (e.g. Political Science, Social Science, Law, MPH) or equivalent field of experience.
- At least 7 years progressive experience in reporting and/or representation role (advocacy) preferably in an INGO, or equivalent combination of education and experience.
- Experience and knowledge of NPO is a plus
2. Values and Competencies:

- Fluency in Korean and English are essentials both written and oral
