<Discription of Departmemt>

The Finance and Compliance Unit provides a key support function to all other departments of the organization. It ensures a consistently high level of internal control and accountability in line with the Plan of Action; and efficiency, effectiveness and support to MSF Korea office for all activities related to financial analysis, budgetary planning, financial reporting, managerial accounting, ICT services and initiatives, and office infrastructure. The unit ensures that MSF Korea complies with the legal requirements in Korea and international organizational standards.

 

<Purpose of the Position>

The position is assisting Head of Finance and Compliance (HFC) to ensure that MSF Korea is conducting its business in full compliance with all nation laws and regulations that pertain to NGO, Public organization and incorporated association. 
Under the direct supervision and monitoring of HFC, the position is responsible for preparing all statutory reports, drafting the answers to MOI & MOH in responding to their request, formalizing General Assembly, administering PIPA/GDPR compliance and checking changes in legislation and updating it to HFC to make sure proper implementation of such changes in MSF practice.
 

<Main Duties and Responsibilities>

1. Statutory reports

  • Prepares all statutory reports and legal requirements as per donation collection and use act. for further review and approval of HFC,
  • Provides support to maintain the filing related to incorporated association/public organization/NGO as per MOHW guidelines and civil act, and prepares documents and reports required by MoHW, 
  • Provides support to organize and legally formalize General Assembly, 
  • Liaising with government officers/ law firms for preparing reports and other requirements,

2. PIPA/GDPR

  • Assist HFC in reviewing and assessing process and practices to ensure its process in accordance with PIPA & GDPR and support to respond to MSF movement-wide GDPR monitoring,
  • Actively support to update internal privacy policy,
  • Ensure all employees are educated on the latest regulations and processes of PIPA (e.g. arrange annual privacy training and providing privacy induction to newcomer.),
  • Administers One trust privacy management software.

3. General duties

  • Be up to date with regard to any changes or updates to the laws related to MSFK to support to evaluate potential impact to MSFK operation, 
  • Administers the database of laws, regulations and guideline related to the operation of MSFK,

 

<Qualifications and Job Requirements>

Essential skills and experience

  • Degree in finance, business management or related field,
  • High ethical standards, strong critical thinking and problem-solving skills,
  • Strong time management and organization skill and able to meet deadline,
  • Superior attention to detail,
  • Ability to handle and maintain confidential matters and information,
  • Fluent in Korean,
  • Ability to work independently

 

Desirable skills and experience 

  • Commitment to the values, principles and objectives of MSF,
  • Knowledge of laws, regulations and requirements applicable to NGO,
  • Good understanding of PIPA and best practices.
